Prepare for July 8 CPSC eFiling Mandate, FedEx

FedEx is urging customers importing regulated consumer products into the United States to begin preparing now for the Consumer Product Safety Commission’s (CPSC) mandatory electronic filing requirement, warning that delays in establishing product records could slow customs clearance once the rule takes effect July 8.

In updated guidance for international shippers, FedEx said the new requirement will apply to more than 2,400 U.S. Harmonized Tariff Schedule (HTS) codes covering CPSC-regulated consumer products. Importers will be required to electronically submit product certificate data through U.S. Customs and Border Protection’s Automated Commercial Environment (ACE) at the time of entry.

FedEx is encouraging customers to register products in the CPSC Product Registry as soon as possible. By pre-filing product information, customs brokers can submit an abbreviated CPSC message set rather than transmitting the full set of certificate data for each shipment. The company noted reports that completing the Product Registry process may take time and said early preparation can help prevent clearance delays.

The new eFiling requirement represents a significant shift in import compliance. Rather than simply maintaining General Certificates of Conformity (GCC) or Children’s Product Certificates (CPC) and providing them upon request, importers must now transmit key certificate information electronically as part of the customs entry process.

Products entered through U.S. foreign trade zones have until Jan. 8, 2027, to comply with the electronic filing requirement.

FedEx said the requirement is one of several regulatory changes affecting international shipments this year and advised importers to review their product classifications, certification obligations and filing processes well ahead of the implementation deadline. The carrier also directed customers to its regulatory alerts and customs resources for updates as additional guidance becomes available.
