Pacific Harbor Line’s Cliatt a ‘Trailblazer’
[ March 5, 2026 // Gary Burrows ]Otis Cliatt II, president of Pacific Harbor Line, was awarded a Black History Month Trailblazer of the Century Award, by U.S. Rep. Nanette Barragán for his leadership in advancing lower-emission rail operations in the San Pedro Bay port complex.
Cliatt received the award at the Michelle Obama Neighborhood Library during Barragán’s annual Black History Month commemoration.
Under Cliatt’s leadership, Pacific Harbor Line piloted the first zero-emission locomotive in the San Pedro Bay port complex as part of its shift toward cleaner technology. The railroad provides neutral transportation and dispatching services within the ports of Long Beach and Los Angeles, the nation’s largest container gateway.
Pacific Harbor Line dispatches all BNSF Railway and Union Pacific trains operating in the port complex. The company is a subsidiary of Anacostia Rail Holdings, which operates six freight railroads in seven states.
