US Senate Confirms Three DOT Administrators
[ September 19, 2025 // Gary Burrows ]U.S. Transportation Secretary Sean P. Duffy said three new administrators were confirmed Sept. 18 by the GOP-led U.S. Senate, part of an en bloc to dodge the formal conformation process that properly vets qualified administrators.
Instead the Senate confirmed roughly four-dozen nominees in an en bloc vote of 51-47 along party lines. The new administrators are:
Sean McMaster became the 22nd administrator of the Federal Highway Administration, or FHWA, which supports state and local governments in the design, construction and maintenance of the U.S. highway system and various federal and tribal-owned lands.
Jonathan Morrison was confirmed as he 17th administrator of the National Highway Traffic Safety Administration, or NHTSA, the agency charged with reducing deaths, injuries, and economic losses from motor vehicle crashes through setting and enforcing vehicle safety standards, conducting research on traffic safety, and educating the driving public about safe driving practices.
Paul Roberti becomes the sixth administrator of the Pipeline and Hazardous Materials Safety Administration, or PHMSA, whose role is to protect people and the environment by advancing the safe transportation of energy and hazardous materials.
